Drinking in a limousine in Texas, the actual rule

Texas Penal Code 49.031 makes it an offense to possess an open container in the passenger area of a vehicle on a public highway, and then carves out an exception. The exception covers a passenger in the passenger area of a vehicle "designed, maintained, or used primarily for the transportation of persons for compensation," and it names buses, taxicabs, and limousines specifically.

The exception is for passengers only. Your chauffeur does not drink, ever.
Texas has no statewide BYOB restriction, so bringing your own bottle is straightforward.

Can you drink alcohol in a limo in Texas?

Passengers can. Texas Penal Code 49.031 excepts a passenger in a vehicle used primarily to transport people for compensation, naming limousines directly. The chauffeur is never covered by that exception.
